Important changes to the Motability Scheme will take effect in Scotland from Tuesday 1 September 2026 for customers who receive a qualifying mobility allowance from Social Security Scotland.
The changes apply to new Motability Scheme orders placed on or after 1 September 2026. Customers who place their order before this date will receive the current lease package, while existing Motability leases will not be affected.
Place your order before 1 September 2026 and the current lease terms will apply. Orders placed on or after 1 September 2026 will use the new lease package.
The Motability Scheme operates in Scotland under a separate agreement known as the Accessible Vehicles and Equipment Scheme, or AVES.
Motability previously advised customers receiving an allowance from Social Security Scotland that the changes would be delayed while discussions continued with the Scottish Government.
Those discussions have now concluded, and Motability has confirmed that the revised lease terms will begin for qualifying Scottish customers from 1 September 2026.
The changes apply to new Motability Scheme leases for eligible customers receiving one of the following allowances:
No. The changes do not affect customers who already have an existing Motability Scheme lease. They apply only when a new lease order is placed on or after the relevant implementation date.
Customers receiving a qualifying Social Security Scotland allowance who order a new vehicle before 1 September 2026 will receive the current lease package.
New Motability Scheme orders placed by qualifying Social Security Scotland allowance customers on or after 1 September 2026 will receive the revised lease package.

Motability recognises that some customers may need to travel significantly more than the standard mileage allowance because of essential journeys.
Customers with qualifying higher-mileage requirements may be able to receive support with the cost of additional miles. Eligibility and assistance are determined by Motability, so customers should review the latest official guidance or contact Motability directly.

Under the revised three-year lease package, the standard mileage allowance will be 30,000 miles, the excess mileage charge will be 25p per mile including standard-rate VAT, and a £22 VE103 administration fee will apply when taking the vehicle to the EU.
The affected Social Security Scotland benefits include Adult Disability Payment, Child Disability Payment and Scottish Adult Disability Living Allowance.

Eligible Social Security Scotland customers who place their Motability order before 1 September 2026 will receive the current lease package. This includes a 60,000-mile allowance for a standard three-year car lease.
An eligible order placed on 1 September 2026 or later will be subject to the new lease package. For a standard three-year car lease, this includes a 30,000-mile allowance and a 25p-per-mile excess mileage charge including standard-rate VAT.

New standard three-year car leases ordered on or after 1 September 2026 will include 30,000 miles. New five-year Wheelchair Accessible Vehicle leases will include 50,000 miles.
For qualifying new orders placed on or after 1 September 2026, the excess mileage charge will be 25p per mile including standard-rate VAT. Different VAT treatment may apply to eligible WAV customers who receive VAT relief.
Under the new lease package, a £22 VE103 administration fee will apply when taking a Motability car or WAV to the European Union.
Motability advises that customers who need to travel considerably more than the standard allowance because of essential journeys may be able to receive help with the cost of additional mileage. Customers should contact Motability or review its official higher-mileage guidance to check eligibility.
