Important changes to the Motability Scheme will take effect in Scotland from Tuesday 1 September 2026 for customers who receive a qualifying mobility allowance from Social Security Scotland.

The changes apply to new Motability Scheme orders placed on or after 1 September 2026. Customers who place their order before this date will receive the current lease package, while existing Motability leases will not be affected.

Why are the changes starting later in Scotland?

The Motability Scheme operates in Scotland under a separate agreement known as the Accessible Vehicles and Equipment Scheme, or AVES.

Motability previously advised customers receiving an allowance from Social Security Scotland that the changes would be delayed while discussions continued with the Scottish Government.

Those discussions have now concluded, and Motability has confirmed that the revised lease terms will begin for qualifying Scottish customers from 1 September 2026.

Which Social Security Scotland allowances are affected?

The changes apply to new Motability Scheme leases for eligible customers receiving one of the following allowances:

  • Scottish Adult Disability Living Allowance, known as SADLA
  • Adult Disability Payment, known as ADP
  • Child Disability Payment, known as CDP

Are existing Motability leases changing?

No. The changes do not affect customers who already have an existing Motability Scheme lease. They apply only when a new lease order is placed on or after the relevant implementation date.

Orders placed before 1 September 2026

Customers receiving a qualifying Social Security Scotland allowance who order a new vehicle before 1 September 2026 will receive the current lease package.

Current three-year car lease

  • 60,000 miles over the lease
  • Up to eight tyre replacements
  • 5p excess mileage charge, plus standard-rate VAT
  • No VE103 administration fee for taking the car abroad

Current five-year WAV lease

  • 100,000 miles over the lease
  • Up to 10 tyre replacements
  • 5p excess mileage charge, plus standard-rate VAT
  • No VE103 administration fee for taking the WAV abroad

Orders placed on or after 1 September 2026

New Motability Scheme orders placed by qualifying Social Security Scotland allowance customers on or after 1 September 2026 will receive the revised lease package.

New three-year car lease

  • 30,000 miles over the lease
  • Up to six tyre replacements, including up to four replacements for damage
  • 25p excess mileage charge, including standard-rate VAT
  • A £22 VE103 administration fee for taking the car to the EU

New five-year WAV lease

  • 50,000 miles over the lease
  • Up to 10 tyre replacements, including up to six replacements for damage
  • 25p excess mileage charge, including standard-rate VAT unless VAT relief applies
  • A £22 VE103 administration fee for taking the WAV to the EU
